Is gambling legal in Egypt?
Egypt is a restrictive gambling jurisdiction, not a regulated online-casino market. The clearest lawful carve-out is land-based casino gaming in approved tourist/hotel facilities for non-Egyptians only: Article 24 of Law No. 8 of 2022, as summarized by CMS, states that gambling games may be played only by non-Egyptians, under conditions set by the competent minister, with royalties capped at half of gambling-game revenues.

The relevant public regulator for this land-based/tourism channel is the Egyptian Ministry of Tourism and Antiquities: its official site lists hotel-establishment licensing and oversight services, including licensing and inspection of hotel establishments.
Online casino gambling is different: Egypt has no dedicated online-gambling licensing regime and no online-gambling regulator. SOFTSWISS’ 2025 regulatory map states that there is “no regulatory body for online gambling,” no local online licensing path, and no taxation framework because local licensing is unavailable. CMS also answers directly that online gambling is not a regulated activity in Egypt.

Offshore license reality
For Egypt, an offshore casino licence means the site is approved by a foreign regulator, not by Egypt. Egypt has no dedicated online-gambling law, no local online-casino licensing path, and no online-gambling regulator, while gambling agreements are generally void under Egyptian Civil Law.
