Is Gambling Legal in the UAE?
Gambling in the UAE is not generally legal. The rule is best understood as: gambling is prohibited unless it has been specifically licensed by the relevant UAE authority.

Under the UAE federal Crimes and Penalties Law, gambling is defined as a game in which the losing party agrees to pay money or another agreed form of value to the winner. Article 461 provides that participating in gambling may be punishable by up to two years of imprisonment or a fine of up to AED 50,000. Running, organizing, or facilitating gambling is treated more seriously: under Article 462, penalties may include up to 10 years of temporary imprisonment and a fine of at least AED 100,000.
At the same time, the UAE has introduced a federal regulator for commercial gaming: the General Commercial Gaming Regulatory Authority, known as the GCGRA. The GCGRA says it has exclusive authority to regulate, license, and oversee commercial gaming in the UAE, including lotteries, online gaming, sports wagering, and land-based gaming venues. It also makes clear that offering, facilitating, or participating in commercial gaming through unlicensed operators in the UAE is illegal and may expose both operators and consumers to penalties.

For UAE residents, this makes offshore gambling particularly risky. A casino, lottery site, or sportsbook licensed in Curaçao, Malta, or another offshore jurisdiction is not automatically legal for UAE-facing players. To operate legally in the UAE, a gaming business must be approved by the GCGRA.
